Joe Cullinane

Scottish Labour Councillor for Kilwinning

Social Care

Social Care is a vital service, it allows our elderly to live independently and with dignity in their own home. Unfortunately, with public spending cuts its under severe pressure.

UNISON's a Time to Care report highlighted the problems in the sector, largely caused by local authorities commissioning care from private care companies. It showed;

  • 56% of care workers have time limited visits to client which only last between 7 and 15 minutes
  • 57% of care workers aren’t paid for travel time
  • 56% of care workers aren’t paid the living wage

In response UNISON has produced its Ethical Care Charter which aims to ensure that social care meets the need of the client and delivers a fair deal for the care worker. Joe has proposed that North Ayrshire Council sign up to the charter. This is being investigated by a Council Working Group.
